MVCIA is happy to announce our 2025 conference Keynote Speaker will be Retired Los Angeles County Sheriff’s Department Detective, Lieutenant Gil Carrillo. Detective Carrillo will be presenting the investigation of Richard Ramirez, better known as the “Night Stalker.”

Since 2000, he has worked with the Lubbock Police Department and, since 2008, with the Lubbock County Sheriff’s Office. He is part of the crisis negotiation teams for both agencies and serves as clinical director for the Critical Incident Stress Management Teams for several local emergency services. He is also the founding coordinator of the Lubbock Police Department’s Victim Services Crisis Team. MVCIA is excited to bring Dr. Andy Young to Helena to speak on officer wellness and stress management.
